Well, i'm pretty sure based on recent GM decisions in game and the pnp rules, lucan would be considered an FTE mob since he is outdoors. problem solved maybe? also... no guild is supposed to monopolize over 24 hrs. So technically someone needs to be listed in every one in a while that is not from guild perma camping (this goes for any guild not just ST).

I looked into it more deeply and I found what happened was seal team got laid
off about five years ago and no one ever told them about it. But through
a glitch in payroll, they still get a soulfire with charges. I went ahead and fixed
the glitch.

Just a second there, Professor. We, uh, we fixed the glitch. So they
won't be receiving a charged soulfire anymore. So it'll just work itself out
naturally.
