You’re confusing me further - you seem to have described them as different things?
How is this redundancy then? As a European this diffusion of power is a good thing. It keeps dodgy US standards out of Europe but still provides access to their military. It also stops the militarisation of the EU which is something many Europeans are against (and was a factor in Brexit).
