Very selective sense of morality there. Iran executes like 1500 people a year merely for speaking out against the government. I’m not sure if musk would be less censorious though. Couldn’t be any worse

Dont incite an insurrection and use it as a tool to recruit people for your insurrection. Dont include twitter in your criminal scheme's. Dont use twitter to commit crimes, like inciting an insurrection or the future insurgency.
