Default Sneak Move speed

At what point does sneak not impede movement speed? Is it character level or level of sneak?

You'll notice a bit of a drag from sneak, even at 60. 51+ it scales up with level. I think it was 56 you break into a run. Or more like a comfortable jog. 60 feels like 90 or 95% of full movement speed. Gives you a reason to have spell invis. Sky mask is really worth having for zones like Skyfire.

Is this true for Monks also? For Rogues, I know Sneak speed was 100% at 60 back in the day.
