As far as I know, spells and songs that are flagged unresistable will always land on targets that are not immune. Occlusion of Sound listed as unresistable.

That you think using the most common spell bards use to tag with, that only lasts 18 seconds, is "debuffing statue" and not just tagging/pulling him like every single bard does with every raid mob they ever pull/tag.
