Good question. Idk, but when someone acts out of line with their position in social hierarchy they are referred to as a cheeky bugger.

Regarding the physical act, yes I believe the donor is the bugger. Maybe the recipient is the buggee? Perhaps this is where the word ‘buggy’ comes from, as they are a dirty ride for fun?
