Game Mechanics: Same level - different skill caps?

On a lvl 9 druid I seem to have the following skill caps:

Abjuration/Alteration/Channeling/Conjuration/Divination/Evocation (50)
Forage (50)
Defense/Offense (45)
1HB/1HS/2HB (40)
Hand to Hand (30)

Shouldn't they all follow the formula (5x level =), which would be 45 in this case?

priest class weapon skills are (level + 1) * 4
offense & defense are level * 5
most others are (level + 1) * 5

And I assume Hand to Hand is (level +1) * 3?
