As always there is a wiki page to answer this question ... but unfortunately it's very much a "work in progress" and not a true resource yet (like say the Per-Level, ie. Solo Hunting Guide):

Even before green's launch EC, NRO, WC and Oasis were pretty deserted. Because of the ridiculous ZEM, Unrest is basically where everyone does 12-25ish. Options open up after that into Mistmoore and HHK, or you can do more Unrest. Upper Guk is also excellent in this whole range, but finding a group there can be rare.
As an SK, you could definitely solo the Unrest yard trash for awhile until people join you. The ZEM will make it highly worth your while. | ||
