Default Only Way to "Enter World" is to Make a New Character

I've been gone from the game for at least a few patches and this wasn't an issue before I left. Having an issue where the only way I can "Enter World" from character select is to create a new character. If i attempt to log onto an existing character the game client locks up, the loading bar never appears, and if I wait long enough I am bounced back to the username/password screen. Once I am in game I have absolutely no issues moving from zone to zone.

I'm running Windows 10. I've attempted to launch the game either using the batch file supplied with the v47 files or via WinEQ2. I've tried both my existing install as well as a fresh reinstall of Titanium, configuration, and download of the v47 files from the website. I don't have any anti-virus/anti-malware stuff on my PC beyond Windows Defender that comes with Windows 10 - there is a folder wide exemption in place for Titanium.

If there are any other log files or information I can supply to assist with this let me know.

Have you tried running it from some other place's internet (like starbucks)? Sometimes routers can be weird with p99.

I have not but arranging something like that might take some time. I don't have any other computers other than my desktop PC so I'd need to find a home or some sort of internet cafe (that I trust) where I could move my setup to and try that out.

You can see where I can get to the point where my character is shown and I hit enter world. It eventually stops ("Timed out waiting for zone addr").

I'd like to avoid adding additional cost to my monthly bills especially since this is the first time I've had any connection issues like this since I started playing here a few years ago.

I've tried the following additional troubleshooting steps:
  • Install and run game from a different type of hard drive within the same computer
  • Verify that PC is running at stock speed and verify stability using prime95
  • Run game from a different PC within the same house
  • Run packet captures at my PC and my router (pfsense) to verify traffic is moving
  • Rolling my router (pfsense) back to factory defaults
  • Fresh reinstall of pfsense (2.4.4-RELEASE-p3)

With regards to the packet captures, I can see traffic moving between PC and router and router and 2 IP's (144.121.19.170 and 144.121.19.169). The router is adding states to the state tables for both meaning the traffic is passing through. I'm assuming these are the right IP's for P99 because .169 shows up in the dbg.log file that's created when I'm dumped back to login. My problem right now is that I don't know what a good set of packets and responses is supposed to look like.

My internet speed was downgraded while I was gone (from 15/1 to 3/768kb) but this should still be far greater than the connections the game was designed around.

Here's what I see in wireshark. The highlighted packet is just before the screen goes from showing my character to dumping me back to the logon screen.
