Think this might just be a slap on the wrist. Apparently they were on the phone with Russia the entire time, and they limited the barrage to a single airfield and even then only military hardware / runway cratering.

I would guess they were probably used in response to some nasty shit the rebels did like torturing/mutilating some important guy or his family or something. Some nasty muslim shit probably happened so they used weapons of terror for revenge. You're right though I can't think of any good/useful reason
