Correct, you don't. But you definitely do have to give him the camp: the only question is whether it's after you get a key, or whether it's after you get a staff.

guess what Loralame, a GM already told me im not obligated to hand over a key so you can stop jerking off to your fantasy of someone waiting at the camp for months waiting for a staff to drop to petition me to give up the camp
