NPC Spawn Issue: an air elemental - east commons

I cant rule out just bad RNG luck, but the 2 air elementals in east commons should be dropping Vial of Swirling mist occasionally by at least September 2000 era.

Here is post referencing it being added to the Allakhazams loot table at least by that time. Its entrely possibly they already do, but maybe someone can confirm?

The main Allakhazam site says that these guys drop a vial of swirling mist. It used to create the Moonlight Temper, used in the High Elf armor. Can anybody confirm this?
