Chrome suggests changing password here, but I still can't

Any plans to finally allow us to change our email addresses and passwords? Today, Chrome recommended I change my password due to a data breach on this website. I still can't change my password even though I've wanted to for years. And as of a couple months ago, I no longer have access to the email address I used to create this account. And I still can't change it either.
