NPC Harm Touch
NPC harm touch seems to be completely unresistable -- for example on a 55 warrior with ~200 MR i've seen not one single partial resist on harmtouch from NPCs.... even in the north (gimpiest wing) of Howling Stones.
Is this not the same spell I see in this database? http://lucy.alkabor.com/spell_929.html

Hi there, I cannot realy comment on the NPC Harmtouch resist rate.
However... From the website you linked. Hi, welcome to the Al'Kabor spell listing. As our version of EQ drifts farther from the PC version, other spell lists become less and less accurate for what we need. All data on this site comes directly from EQMac, and is presented in a format similar to Lucy. Although this spell database is "closer" to classic than any of the current sites, it is still based on SPDAT from changes made up to the Planes of Power expansion. So they may not be Correct for P99.

HT does seem to be a little overpowered for NPCs resist-wise. I'm unsure if mob HT is supposed to be as easy to land as player HT. I get full HT resists on blue mobs on occasion, even at level 59. Even with MR gear and buffs I've never once resisted a HT from a sub-50 Dar ghoul knight.

As a L60 enchanter I was harmtouched by Kizdean Gix who I believe is L15 or so. I resisted all of his other spells 100% (and it was about 15 of them or so, I was just running around).

As a note, I do specifically and personally recall resisting HTs from mobs in classic.

Early on in kunark they were resistable, and HS was insanely good (or so I hear).
At some point between March and now they made them unresistable, thus ruining the train/name tagging potential in that zone =(
