Scaled Mystic Armor or Imbued Cabilis Scale

Hi,

Which of these two are the better armor set for an Iksar Shaman? I'm looking to twink my newbie Shaman and can do either of these two options. Avoiding Jarsath as my playtime is limited.

Imbued Cabilis is better. Almost all of the "preplanar" quest gear is not worth doing because they require expensive gems and give you barely better than banded armor with stats that are useless for your class except one or two pieces.
