Getting serious frame drops randomly?

So ive been playing here for a long time and never had this issue but as of today, when i look towards roughly the center of any given zone, ill drop to pretty low fps (like 10 or less feels like).

Not really sure what could cause it because im not doing anything differently than normal.

Any thoughts or fixes?

Do you have this issue in any other game? Have you tried playing another game that could possibly stress your GPU (video card)? This is sounding alot like a GPU issue so far.

The only other games i really play are Borderlands 2 and Skyrim and neither give me any trouble at all.

I actually managed to fix the issue for a couple days but its flaring up again. Oddly enough, its like after i look at some natural light in the game is what will trigger the lag and it gradually gets worse after looking at it until i zone.

Like i could look at some natural light around some ruins in BW and then after getting too close, ill drop fps anytime i look in the direction of that building no matter how far away i am.

No clue what that could possibly be. All light relative settings have been disabled / reduced /shrug

Plane clip setting change? Turn off Skybox?

After a long break I recently reinstalled on a new laptop and have been briefly running around. I also get framedrops on this new install but it seems to happen simultaneously as people enter the current zone I am in. Like there is a slight hitch and then it evens out. No idea if it is similar to what you are experiencing and this might be a latency issue loading the new player characters while playing off wifi as well as a cell phone hotspot connection. Need to experiment with an ethernet cable plugged in.
