The rules are clear, but yes, people will often break them. Therefore, OP, and anyone else who is concerned: after a mob or two die, you should run in a straight line to get a lot of distance on the rest of your kite, then loot the corpses quickly, then resume your AE kite tactic. If it's a zone in which AE kiting is possible, this tactic should also be possible.

And folks, remember: these people are only able to "swarm" four mobs right now. That's not exactly zone disruption. Hold your rage for when the 4-mob AE limit is lifted to 25.

This is 100% Llandris' position on the matter. If you find someone looting your kills without permission, petition them.

if a mob becomes lootable by everyone and you didnt loot you took to long and thats on you, even the game is saying "ok anyone can take this now because its in danger of roting"

I looted a guard corpse once and got a few plat as a level 2. I ran away before the cops could catch me.
