Spells: Mage Phantom Armor line not giving proper regen

Phantom plate for example is supposed to give +3 regen, currently giving none

An actual bug tracker that is public would do this project a WORLD of good. There are likely 10's of duplicate bug submissions here. There is almost no point in even updating the status'
