When you change your key bindings they get saved to egclient.ini in the main Everquest directory. In the file they are under the heading [KeyMaps]. Maybe you can use this information to determine if they are being saved to this file properly. This is also the same file that stores all your other settings like your resolution. When you change your resolution does it stay that way the next time you log in?

That's a funny looking eqclient.ini are you sure you haven't patched the game with the live servers accidentally at some point?

That is actually the contents of a file called eglsClient.ini, as opposed to eqclient.ini. They are likely directly next to eachother depending on how you have decided to sort your files. Double check that and let us know what you find. I do not know if an eqclient.ini file is created during the initial installation or not, so it is possible you do not have one at all if this is the case and you have an issue with permissions.
I do not know Windows 7 very well, so I am hoping someone else can step in and help you check that you do not have some wonky setting on your EQ directory that is not allowing EQ to create this file. But disregard all this unless you do not find an eqclient.ini file. Good luck.
