Default Riotous Health casted blocking Velious BP refresh

This appears to be a bug introduced recently because I don't remember running into this before. If someone has the casted version of Riotous Health you can not refresh that with the shaman Velious BP version of the buff even though they result in the same buff strength.

Steps to reproduce:
Cast Riotous Health on yourself
Click BP on yourself (using Spirit Caller's but doubt that is the main problem)
Result: Spell does not take hold

I may be stating this slightly wrong, but I think this is because clickies are treated as the minimum level for the spell.

If a 55 Shaman casts Riotous Health on Person A, then you as a level 60 Shaman try to click your BP to refresh the buff on Person A, the game treats it as a level 54 Shaman trying to overwrite a level 55 Shaman and blocks it even though the buff is the same strength.

I checked and the Enchanter SS robe has the same problem. 60 Enchanter casts Rune 4, immediately casts robe to overwrite it and the robe click doesn't take hold. Rune 4 does get slightly stronger over levels, but it shows that the Robe click is a lower level cast than casting the regular spell.
