Default K.I.S.S. raid rules in 250 words.

When any guild (alliance) kills Any Raid Mob, that guild (alliance) must wait 2 hours after that mob's next spawn to engage, and 30 minutes after that mob's 2nd spawn to engage.

No bag limits. But if a guild manages to get most recent kills on every mob in game, they won't be able to touch any of them on their next spawn for 2 hours, and the spawn after that for 30 minutes.

If a mob stays up longer than the 2 hour or 30 minute timer and the same guild gets another kill, their timer starts over. e.g. Guild Allstars could kill Gore, wait 2 hours after her next spawn and kill her again were she still up, and be back at the 2 hour lockout for her next spawn.

Server repops follow the same engage rules as normal spawns (a guild with last kills on Vox and Draco, and 2nd last on Fay, can't kill Vox and Draco for 2 hours, and Fay for 30 minutes, even on a full server repop.)

No GM enforced rotations. But if Guild Allstars has known lockouts on Trak, VS, CT, and Inny then Guild Butterfingers and Guild Clusterfuck and Guild Dingleberry and Guild Everybodywins can agree between themselves who gets to take a shot at what.

Maybe if people play nice and stop pooping on the hill / by fear rock, GM's would still be willing to throw out a few repops a month to help spread the loot around.

Default

separate engage timers to tiers, the tier 1 guilds dont want eachother getting free kills. Make a stipulation of X number of mob kills makes you tier 1.
