NPC Spawn Issue: Extra Kobold Camp in Steamfont

Currently on P99, there is a kobold camp at (-1800, -235), on the zone wall south of the dragon skeleton. Was that removed as well?

These maps make no mention of it despite listing the other kobold camps:

As seen in a post above, the EQAtlas map of Steamfont doesn't mention it either.

This map shows a kobold camp in the southeast of the zone, but that would be very much out of position, and nothing else I've seen would suggest this placement:
