I've been working on Dain faction and noticed this as well. From dubious, one tormax kill (with guards) should take you to indifferent at least but it only brought me to apprehensive. I'm wondering if these bosses have been hard-coded to apprehensive as max (since apprehensive is a short range of only -100 to -1 )

From talking to other people they are not hard coded to be maxed at apprehensive, I will just assume Daldaen is correct and Yelinak only gives +75 Tormax faction, although I'm not convinced this was the case during classic.
However I am positive that the apprehensive range is currently much larger than it should be, There are many different charts out there with varying numbers but they all list apprehensive as one of the smaller faction ranges, but on this server it certainly seems to be one of the largest.
Even when you count the fact that Yelinak is only +75, The amount of royal guards I have killed alone should be more than enough to have gotten me out of apprehensive.
