How to beat the evil SHM Mafia in HK?

Trying to solo in HK as a 54 MNK in HK and getting nowhere, because the place is permacampef by evil SHMs. Is there any time of day the aren’t there, or is there another place I can easily solo?

You could attempt to swarm kite and if it doesn't go well just run past them and FD.

Won't work they can just summon water.

Have you tried soap? They seem to be deathly afraid of that stuff.
