Bertoxx necromancer Gnoll fangs?

Will a human Bertoxxulous Necromancer ever be able to work up enough faction to turn in the Gnoll fangs in Qeynos?

The wiki for Captain Tillin doesnt show any factions that he is on. What about wolf form or Feign death?

Just thinking about spreading a little plague and it would be nice to take advantage of this quest on that side of the world.

I think you can, you just need to enter from the basement of fighters guild to avoid casters roaming outside.
