I provide either the Decaying_Heart from Grimrot (Undead) or the Pestilence Scythe from Grimrot (Live).

You need the other drop and need to have "warmly" faction with Camlend Serbold in Qeynos. When you hail him, he will bow to you if your faction is high enough.
