Zoning to apply buffs (SoW/Girdle of Karana)

Date issue last occurred: 4/17/2014

Description:

When casting SoW and Girdle of Karana I noticed that they wouldn't pop up in my buff window or apply the spell's effect to me without zoning or logging first.

Relevant NPCs:

N/A

Relevant LOCs:

Not sure if loc is relevant but str I believe was in Wakening Lands whereas the last time it happened with SoW was Iceclad

Steps to reproduce bug:

1. Does not appear to happen with consistency, but has happened to me more than once with each of these spells.

Expected behavior:

After casting a buff the effect message will show in the chat window that it landed (soandso feels stronger etc.) but the buff icon won't appear in the window or give you the buff's effect

Evidence/Research:

Will have to go through my logs/see if I can reproduce this when I'm on next (don't have any SS's at this point)
