Brain is still muddled in WoW(and alcohol) it seems. I forgot that EQ uses an incredibly stupid reciprocal formula for haste.

Actually, it's stated rather precisely that haste does not lower your weapon delay, rather increase the rate of attacks.

Ergo damage bonus is not reduced by adding haste.
