Is the 'tick' not instantaneous? Can it be moving for one dot in the tick but stationery the next? I assumed it was instantaneous.

Yes, I’ve seen this behavior before - usually when I have a stack of effects and one wears off at the tick (I.E. fear or root breaks). In those cases, generally what I’ve seen is that whatever effects I stacked before the fear/root will tick for full damage, and those stacked afterwards will tick for reduced damage. I’ve also seen it while using a pet to tank, if for whatever reason the mob changes targets (and therefore starts moving).

TL;DR: Ticks aren’t truly instantaneous (because code doesn’t execute that way); small hiccups like that are definitely possible.

I guess nobody complained that what their dots were doing was a total mystery.

Wait, they removed the dot messages on purpose? Why the hell did they do it on blue? They didn't have that by velious? Total crap.
