It's not a raw increase to the ratio, it's a flat bonus in damage scaling per level.
If epic fists were 20/16, Monks would be spamming attacks over 100 damage. | ||

Its more relevant than you think on high AC raid targets, where you will very rarely hit for max damage (and more often hit for 11 dmg).
