Help! Blank screen when I open Launch Titanium

Used to have a lvl 60 shaman, got the itch to try to play again recently and heard about P99. I followed the install directions as best I could but when I run the Launch Titanium file I just get a blank screen. The cursor turns into the old EQ cursor but its just blank otherwise. I'm still running Windows 7 (64 bit) and using a program called Display Fusion to have a second monitor (my tv), if that matters. If I run the file as admin I get the following in an MSDOS prompt

C:\Windows\system32>start eqgame patch me

And then an error message that says

Windows cannot find 'eqgame'.
Make sure you spelled it correctly, and then try again.

I'm not very tech savvy so I'm really hoping I'm missing something obvious and I'll just look like an idiot for not figuring it out.

Any help will be greatly appreciated
