This happened to me last night, but after some trouble-shooting, I just simply went into my Nvidia control panel and manipulated how EQ ran via my video card since my windows update reversed it all back to a default settings.

I fixed the issue by just reverting to the previous windows 10 version. Hit the windows button, type in recovery options and revert from there.

Same as Erica. I reverted to a restore point just before the update and all was great again.

Had exact same issue. Tried a few things, still saw a complete drop in FPS when i was near any NPCs or PCs. Ended up reverting to previous windows 10 version and that fixed it, nothing else i tried worked.
