NPC Spawn Issue: Martar IceBear - Green

I’m seeing Martar IceBear in Everfrost Peaks.

He’s for the Tishan’s Kilt quest in Sol Ro temple. I suspect he shouldn’t be in game yet, but he definitely shouldn’t be dropping the kilt.

Not sure if the solution is to remove him or that drop from him, but wanted to bring it to your attention.
