Does this theoretical redneck have the power to vote for a candidate which is incapable of understanding civil rights, the law, constitution, or their sworn duty as an elected representative of the United States and her constitution?

No, it's saying the judge is wrong because he's an Obama appointee, rather then addressing the substance of the courts official ruling.

Something Trump couldn't do without at least the vestiges of a backhanded apology, but he's a God damned yankee with no manners or sense of decency.
