Description: Chief Ry`Gorr in Eastern Wastes dropped his head while the ring event had not been initiated.

Expected behavior: Should only drop "Chief Ry`Gorr's Head" during the special event for the 8th coldain ring quest. Note: he did not drop the head every time he was killed.
