Using clickable items to reset global cool down is an exploit and should be banned
This is a hill I'm prepared to die on.

It doesn't refresh all the spell gems correctly still.

OP speaks truth (well, except the banned part).
To me this is the same as non Paladins using Ghoulbane, or charm being incredibly overpowered here: anyone who played in classic knows this shit ain't classic.

the GCD cooldown reset glitch is to casters as battle bandage was to melee. Exploit which wouldn't be tolerated under the eyes of live staff. Throw it out.

The spell gem refresh isn't as powerful here as it was on live. It instantly refreshed all gems including any spell you just cast (unless it had a long cd)

Removing it would negatively effect every player, as this is a MMO, so even pure melee rely on cooperation with spell casters, but I'd respect the staffs' decision whether they decide to keep it as is, remove (was exploit) or implement fully (was classic).

Verant eventually patched it out. But it was definitely a thing.
Also the minimum cast time gap was a thing: your second spell would not be successful if it would land before 1.5s (?) had elapsed since your last one landed.
