Most likely ya done absolutely nothing wrong !! Like myself I never added anything to my computer at all & got this error !! Hell I'm not even familiar with a debugger, what it does , or what would be considered a debugger program. However, I found out it was my AVG anti virus protection program that done it after an update!!! So if ya have AVG open it up, click on options, then scroll down to advanced settings & click on that , then click on Exceptions on the left hand side. Then click on the "add exception" button , & then use the browse button to locate your file folder for Project 1999. This took care of it for me!!! Hopefully this helps!!!

Im getting same error, i dont know what the debugger is, i tried restarting and still get the error. Is there a fix?

Ansar: Same here. I can run the game fine without WinEQ except for the random glitch that happens and I can't get nilbog's command to work even with the correct file paths put in the command. Which is why I highly prefer WinEQ.

As an FYI, this can be recovered by pressing alt+enter on your keyboard. This will force EQ to full screen. Alt+enter again to force EQ out of full screen and back to your original screen.

I had to disable AVG Also, I use WinEQ 2.0 but that is not necessary I don't believe. (I started using it because someone thought it would help.) I feel uncomfortable having to disable AVG but it is only during startup it is necessary.

I had this problem also after an update on window 10. couple people have said what to do and uninstall stuff below is what I did.
go to:

xbox app > settings > game dvr > game dvr off

restarted and was good to go.

AVG is awful, I recommend getting different AV software.
