Default Error 1017: Cannot login to the Everquest server.

I am having issue where I can't seem to log on to the PVE or PVP P1999 servers and when I do I get this error.

I noticed this happening ever since I upgraded my PC, got new CPU, MB, and Case... have same GPU and Ram. I even reinstalled my Windows 10 operating system as well before I tried p1999 and the one I was having trouble was the p1999 that was installed on my separate applications drive.

I then decided to completely reinstall everquest and follow the guide again and get the same exact error, so I have no idea what could be wrong?

That could be it, sine I upgraded from a 8350 running at 4.0Ghz stock to a 9370 running at 4.4GHz stock and I just checked on my laptop and it works fine, so it wasn't like a network issue.

So if that is the case I will have to underclock my CPU like 200mhz, in order to play EQ?

Update: It is indeed the processor speed, so instead of going in the bios to change it I guess when I want to play P1999, I decided to use AMD Overdrive to easily underclock it to 4.2Ghz and I am able to log in.
