Default Stuttering and other problems

I started playing again after a few years away and I used to play on a HP Omen laptop with a I7 7700HQ and a RX 580 8gb now I have a Ryzen 7 3700X and a RTX 2070 Super is it the CPUs extra cores and threads causing the issue I know its a little high end for the game I tried wineq2 and it made it worse

it's not your processor i have a 3600
more than likely your 2070 isn't being used correctly
also what the refresh rate in hertz for your monitor?

The monitor is 144 hdmi connection and 165 for Display port and before you ask yes I set the max FPS of the game in the options to 60 FPS

enable vsync and change your refresh rate to 60hz and your stuttering will go away

sometimes its the HDD plus /log on, but i expect you to have a SSD on this setup, on SSD rarely should be an issue.

Sometimes the graphic drivers also matter, i remember having an upgrade because it recommended but fucked up my eq, so i downgraded back to the previous version.
