IRS doesn't collect state income taxes, states do(or don't).

Federal just does stuff like withhold free school lunch program funding(or other fundings) if you don't comply with their curriculum standards.

I disagree, I yell at the guy in charge that didn't think about a solution that wasn't so retarted that it A. doesn't solve the problem B. bails out banks C. some of the people who its supposed to benefit, are left holding the bag.

You have to anticipate behavior like this from the states, banks and the economy when you legislate.
