Who has the right to the paper work the previous president or the current president if the nation needs it right away? This is of course assume some of the information (as it is suggested) could be used to review nuclear capabilities. The paper work is limited for a reason since some were either labelled Confidential, Secret, and Top Secret. You could argue there are copies or even computer copies. But you can't say for certain given the nature of the label of the document(s).

If you think *some of the current highly sensitive paper work should be with the current president it is moot to argue The White House counsel, acting on behalf of President Joe Biden, was incorrect in making a formal request that NARA allow the FBI to inspect the contents of the boxes (-to check). On April 12, 2022, NARA provided Trump notice that it planned to provide access to the FBI, and that it could do so just a few days later. There were and are documents missing and many incorrectly stored.
