Default Is underclocking CPU still a thing?

I just built a brand new computer:

Ryzen 7600X (base clock 4.7GHZ boosts to 5.5+)
32GB RAM
RTX 3090

Whenever I log into the game it kicks me back out to the login screen. I did some reading and apparently the game client doesnt allow CPUs with a base clock over 4.0 to log in. Is this real? Threads are saying one should underclock their CPU to get the game to work.

This cant be unaddressed still can it?

It's either over 4.2 or 4.5GHz, yeah. I've never had a PC with the issue (bases all sub 4.2) but I wonder if a power profile for EQ with a max processor state set to 80% or w/e req to bring it below the threshold would suffice.

Cutoff is 4.4, so if you have 4.5 you need to downclock. This is at least true for AMD.

Tested at 4.4, 4.3 and 4.2, none will allow login. 4.0 does allow login though.
