Brother Qwinn

Seems after patch that Brother Qwinn is not spawning as he should. Been at this for days and nothing.

Any update? I had the same experience and I just gave up and gathered more people for Brother Z.

He did spawn but only after two Petitions in game so not sure since Brother Qwinn spawned 10 min after my petition .
