Default NPC's not attacking Wolf-Formed players?

I'm not sure if this was intended to be as such, but I do recall finding foolish Druids running from a massive train of Fironia Vie NPC's (Pilgrims, Explorers?) after having used a Wolf Form type of illusion;

I tried various tiers of the Wolf Form on my Druid and did not strike up a stir in FV; Kinda miss seeing dead Wolf corpses lingering around the city of FV..

For some reason there are 3 different factions for FV, will work on it but it will take some time.
