Lure generates so much aggro that it's nearly useless for the damage
it generates--any wizard casting this too soon, dies. Cast it too
late and it's meaningless.

No the main reason for wizards is Dragon's Bane and Giant's Bane.

Those two spells have ridiculously low aggro. I'm not kidding when I
say 10 DB chain casted will generate less aggro than one 825hps lure.
That's 20khps of nuke which generates less aggro than a single 825hps
nuke.

I've had failed Yelinak raids where the last person to be summoned and
munched on was the wizard who had earlier chained about 12 to 14
dragon's bane. When we win against Yelinak or ST warders, none of the
DB casting wizards die. Even after dropping 10+ DB on the dragons.
Raider in era during velious talking about how wizards were the last to die on any encounter just chain casting bane spells. He mentions specifically Yelinak and Warders.

On P99, bane is huge aggro and requires concussion spam between casts. Seems to be 1:1 damage:aggro similar to lure.

Those mobs have a ton of hp and it's pretty reasonable that all the melee dps and healers have built up more agro than the wizards who ran out of steam relatively early into the fight. Heal agro is very low here compared to live in era. The primary failure point for long CH chain fights back then was chain clerics building up too much agro.

I have a giant + dragonbane wizard on blue and a giantbane wizard on green. In my experience banes certainly do not require multiple concussions per cast here. This post is just a lot of vague testimony that doesn't offer any real insight.
