Quest Issue: West Freeport - Journal Strongbox Quest

The quest, Journal Strongbox, does not appear to be fully implemented. Nusk Treton offers the dialog indicated on the wiki page in response to the appropriate prompts, however, Lenka Stoutheart in East Freeport offers no response to any inquiry about the strongbox or mention of Nusk's request. She is expected to mention that the box fell overboard in the Ocean of Tears. This was tested at warmly faction level with Lenka.

This May 2000 snapshot suggests the item should be found underwater off the dock at Sistehood Isle in Ocean of Tears, guarded by a shark. At present, there don't appear to be any ground spawns or static shark spawns in that general area.
