Not all the other 'three digit' servers allow unlimited boxing. The Al'Kabor Project lists how many one, two and three boxers there are online at any given time. (max is 3) There are roughly as many one box players as three box players.
I had always just divided the listed server pop by 3 for a rough estimate of how many people playing, usually on par with p99 red. Didn't know they listed things separately.

This is correct. The biggest obstacle to a new one-box server using TAKP's source and database is this. Finding competent and reliable people to GM for free is near impossible; and even if you find them, building trust is required because nobody can read minds. Be grateful p99 exists. I don't know how they manage it.

This is correct. This is why on live there technically wasn’t a rule against it but when we had the resources to we would police it if it was causing zone disruption or otherwise allowing people to camp things without allowing others to participate
