I figured it out. The Vocarate: Earth spell had its level changed from 52 to 51 just after Kunark release:

On March 29 this spell had its level changed from 52 to 51.

So possibly this is working fine and will reduce in level as of April 2000. If it doesn't, bug it.

I have to take the above back - I got mixed up. EQ vanilla launch was in March; Kunark launch was in April (2000).

So this isn't working right. Spell should be 51 for our entire server timeline. It was only 52 in Kunark beta.
