Mouse-over tooltips gone

Until Wednesday this week whenever I hovered the mouse-pointer over a mobs health in the target window a tooltip was displayed giving me the percentage figure it was at. Now it no longer does that. Also don't get the tooltip hovering over spell gems, inventory icons or buff icons. Is this something that was deemed non-classic and therefore been switched off, or have I got a problem with my client?

This is a common bug/glitch that happens when its been a long time since the computer has initiated a restart. Also note it has to be a restart and not a shutdown/power back on

been happening more on green, in my experience. maybe that helps to track it down...but yah, its a long time bug.
