NPC Spawn Issue: Eastern Wastes - Warden Bruke

When Warden Bruke is agro'd, he shouts for guards to assist him, and 3 guards spawn that are tethered and Bruke cannot be agro'd separately.

If you drop agro with Bruke and re-agro, he does his emote again for his guards to assist, and another 3 guards will spawn, ontop of his original 3.

I repeated a few times, now I'm looking at Warden Bruke with 18 tethered guards.

If the first batch of guards are up, another 3 should be prevented from spawning upon re-agro.

I added a spawn limit of 3 for now. Pending update. I haven't researched how he is supposed to work.
